Common Foreign and Security Policy as an example of public policy of the European Union

Summary/Abstract: In this article, theoretical framework provided by the public policy analysis was used in order to examine Common Foreign and Security Policy. Within this article, public policies are presented following a well‑established typology of instruments. The Public policyconsists of a few distinguished features. These elements must appear together. Firstly, theinability to solve the problem at the national level or the greater effectiveness of solvingthis problem at the Community level; secondly, the next step is to establish the principles,objectives and instruments necessary to implement a given public policy. CommonForeign and Security Policy definitely has all of the elements of public policy mentionedabove. In addition, public policy considers government‑launched public initiatives only,both on the national and international level. Nonetheless, partnering instruments ofteninclude non‑governmental actors and sometimes take the form of explicit public-privatepartnerships.
