Summary/Abstract: The purposefulness of the second chamber of parliament is often subjected to doubt. This debate is present in Poland as well. This analysis shows the comparison of Czech and Polish Senates’ proceedings with regard to, firstly, the bills that are being passed from the lower chamber and, secondly, the party discipline. It presents, therefore, the legislative function of the higher chambers. This study, however, does not adjudicate on the existence of the Senate in Poland. On the other hand, the analysis shows that the upper chamber does not necessarily contributes to excessive legislative activity
