Summary/Abstract: Main aim of the article is to analyse the reform of the leadership in the Council of the EU and European Council undertaken in the Lisbon Treaty. The main argument is that the reform initially oriented toward strengthening and consolidation of the leadership in the Council in the end pertains to the diffusion of the leadership. Moreover due to the lack of precise provisions the reformed treaty leaves broad margin for interpretation of the scope and competencies of the rotating presidency of member states as well as permanent posts of President of the European Council and High Representative of the European Union for Foreign Affairs and Security Policy. The authors go beyond the legal analysis of the Treaty’s provisions and focus on functioning of the reformed institutions and map potential institutional conflicts and overlapping competencies.
