The Rule Limited Imbalance (Debt Rules) of the Regional Self-government Units

Summary/Abstract: Purpose – analysis of the evolution and shaping the rules limited imbalance (debt rules) in local governments, with special emphasis on regional self-government units. Design/methodology/approach – the paper uses a method typical of the social sciences, which are the methods of empirical cognition, in particular observation, comparison and measurement that was made on the years 2008–2014 time series. Findings – conducted research allowed to indication of the evolution the debt rules in LGU. It also indicated how developed the principle of debt rules in regional self-government. Originality/value – the study shows the evolution and formation of a limited imbalance in regional selfgovernment. It also allows you to evaluate compliance with the debt rules in the units.
