Summary/Abstract: Has Russia changed, does it still cherish hegemony, is new Russian economics based on energetics, does it support new hegemony? Which safety challenges does Russia impose on its neighbors, Europe and international relations, is Russian international behavior identical to its old imperial character? Are there any chances that Russia transforms from inside, in the direction of the development of its own mega-territory so that the neighbors should stop having fear from their own independence and safety? Does today’s Russian behavior come from new “disclosure” of positions in the core of hegemony, or is it just the product of the will of one group of rulers from the Kremlin: both points have political-social predispositions in undeveloped Russian society still imprisoned in old forms of despotism and lack of freedom? These questions as part of the complex of safety dilemmas posed before Russia today and the world around are partially illuminated in this paper.
