Summary/Abstract: Clearly, it is to be admitted that knowledge is power in the age of knowledge and technology wherein progress and change are of utmost importance. Therefore,knowledge should be acquired and it should be formulated as a sound structure based on the needs of humanity. In this process, literature perception and reading habits are the two major issues. Books, the most significant means of culture and education, are an indispensable part of human life. Within this frame, it is of primary importance to enable individuals to gain the habit of visiting libraries which refers to the habit of borrowing books periodically for different purposes. This study will focus on the meaning of reading and libraries, and their contribution to the development of humanity, the significance of reading and library habits with reference to Turkish and international authors’ works and statements, the impact of culture within this context, YOK and UNESCO’s assessments concerning this issue, and the data of Turkey Reading Culture Map, the first example in Turkey, and PISA 2015 National Report. According to the data gained at the end of the study, it has been found out that reading and library habits are not in a sufficient level, consequently, parents, libraries, universities, students and all related persons and institutions should be aware of their responsibilities to contribute to the development of reading and library habits.
