The End of Tanzimat Humor: Discussion of 1877 Press Law and Closure of Humor Magazines in Ottoman Empire

Summary/Abstract: Even if the beginnings of the periodicals were seen as the publication of Takvim-i Vekâyi on November the 1st 1831 in Turkey, Turkish press has become lively after 1860. Turkish periodicals that became popular after 1860, made the press law necessary and Turkey’s first press law, 1864 Matbuat Nizamnâmesi, (press law) was prepared in 1864.Besides 19th century’s second half is a period in which Turkish press became active, it is also a term in which Turkish humor magazines flourished. Due to the fact that Turkish humor magazines published in 1870, were not within the scope of 1864 Matbuat Nizamnâmesi, (press law) humor publications with official announcements published from time to time, were taken under legal regulations. Thus, the first press law including humor magazines is 1877 Matbuat Nizamnâmesi (press law). Besides 1877 Matbuat Nizamnâmesi (press law) is the first legal regulation for humor magazine it is at the same time the first press law which forbade humor magazines in Ottoman territories.The debates held at Meclis-i Mebusan (Turkish Parliament) of 1877 Matbuat Nizamnâmesi (press law) which is not a press law for entry into force in terms of the History of Turkish Press, are significant for illuminating the scope of a period towards humor and humor magazines.
