Economic reasons for the cessation of work on spatial development plans (the case of Poznań)

Summary/Abstract: Ensuring spatial order is one of the most important tasks of communes. The basicinstrument of spatial management, and hence also of ensuring spatial order, is physical planning.A special role in this area is played by local spatial development plans. Unfortunately, the processof their preparation is too slow, as evidenced by the low coverage of Poland by local plans (28.6%).One of the possible reasons for the little interest on the part of communes in preparing local spatialdevelopment plans is the excessive burdening of their budgets with expenses involved in this task,while the incomes they generate are relatively low. In the paper new, an analysis is made of theeconomic situation caused in the sector of commune finances by the passing of local spatialdevelopment plans (a considerable deficit), and the effect of individual expenses and incomesassociated with the adoption of plans for this situation. A detailed assessment is also made of fourlocal spatial development plans in Poznañ, abandoned for economic reasons. The lack of financialinstruments ensuring an economic equilibrium in the physical planning process is one of thereasons behind the cessation of planning work, and hence also behind the absence of spatial orderin communes all over Poland.
