Summary/Abstract: Nowadays the main phenomenon on the international level is the constitution of the global system concerning science and research. Consequently the policy of science, research and high-education from the one, and technologies development from the other side appear as the main factors inside the International Relations. The following considerations extrapolate the main motifs also as a new theoretical orientation in the International Relations like the turns (cultural, technological and spatial), the spatiality as a paradigms of International Relation, then the changes and challenges in the high-education system with the example of the transformation of education and science in Poland after 1989.
