Restructuring function of the Farmers Social Insurance

Summary/Abstract: W artykule poruszono problem znaczenia ubezpieczenia społecznego (emerytalno-rentowego) rolników dla struktury agrarnej oraz generacyjnej gospodarstw rolnych w Polsce, określając to jako funkcję restrukturyzacyjną ubezpieczenia społecznego. Dokonano porównania instrumentu ubezpieczeniowego (ubezpieczenie społeczne rolników) oraz instrumentu pozaubezpieczeniowego (renta strukturalna) w oparciu o kryterium skuteczności, które wyraża się liczbą przekazanych gospodarstw rolnych w zamian za świadczenie emerytalno-rentowe. Na tej podstawie można stwierdzić, że w zakresie potencjalnego wpływania na strukturę obszarową i generacyjną rolników, instrument ubezpieczeniowy jest bardziej powszechny aniżeli instrument pozaubezpieczeniowy. The article discusses the problem of the importance of farmers’ social insurance for the area structure and the generation structure of agricultural holdings in Poland. That function is called as the restructuring function in terms of social insurance. On the basis of the efficiency criterion, the insurance instrument (social insurance for farmers) and the non-insurance one (structural pension) were compared. Based on the applied efficiency criterion expressed by the number of transferred farms in return for a pension benefit, it can be stated that the insurance instrument is more widespread than the non-insurance tool in exerting potential influence on the area and the generation structure of the farmer.
