Summary/Abstract: The article introduces in brief the Advocacy Coalition Framework in policy communities, developed by Paul Sabatier and Hank Jenkins-Smith. The Advocacy Coalition Framework offers a realistic combination of interests and knowledge-based approaches to policy change. The Advocacy Coalition Framework sees the political process and policy change as including competing coalitions of political actors within sub-systems, mediated by political brokers. The advocacy coalition consists of actors representing the market, state and organizations of civil society at all levels, who share a set of basic beliefs and seek to manipulate institutions to achieve their goals over the time.
