Summary/Abstract: Romania attempted in the period from its founding as unitarian national state in 1918/20 until the beginning of the change of system in 1989 several times to indtroduce democratic forms, but failed. The elites followed the path of a centralised and ethnically defined unitarian state. This constellation is analysed from two perspectives: as the history of the system and from the point of view of the minorities.
