Summary/Abstract: Revolution of shale gas technology and the emergence of a new source of geographically unconcentrated natural gas source and the possibility of its transportation in a liquefied form over long distances by sea, creates opportunity for re -evaluation of the importer – exporter relationship in global scale and to break the domination of current suppliers – Russia and the Middle East countries. New conditions are being created to form EU and Member States of energy policy guidelines, still remaining highly dependent on gas imports. Russia prevents the development of unconventional gas production technology in Europe through cooperation with Western corporations in the construction of new pipelines, realizing that the alternative sources of gas supply, even on a small scale, would mean a real loss for the Russian budget. Therefore, the decisive factor in the development of shale gas exploitation in the EU will not be geological potential, economic viability, and environmental requirements, but the willingness and political priorities – of both, national and European institutions.
