Summary/Abstract: In the beginning we need to address three questions: what we mean by policy implementation, and what is the relationship of implementation to the other stages of the policy process, especially policy formulation and program evaluation, and lastly, which are the basic assumptions that underlie the different modes of implementation analysis.
