Summary/Abstract: This issue is set in a comparative European context – the main types, main criteria and methods of assessment implemented by EU member states are scrutinized. The leading trends of performance appraisal of civil servants are formulated on this basis. A special emphasis is set on the challenges faced by European administrations in the process of introduction of performance appraisal systems of civil servants such as: expression of subjectivity and leveling, tendency toward taking the road in the middle, the immobility of job description, lack of overt communication between the parties within the evaluation process, underestimation of the role of proper training for conducting a true professional appraisal, hampering the development of gifted employees, etc.Possible sollutions of such challenges to performance appraisal of civil servants faced by relevant state agencies are discussed at the end: an expansion of the subject of the assessment by implementing a 360 – degree feedback, customers’ evaluation, upward subordinates’ assessment and employee’s self-assessment.
