Summary/Abstract: In this article we will discuss the concepts of 'bilingualism' and 'dual language' which are thought to be basically the same but whose contents are different from each other in the sense of our readings and our evaluations. Therefore, the main purpose of our work is to identify the differences between the concepts of bilingualism and dual language. For this reason, first, we will try to answer these questions: "What is bilingualism and dual language? What are the basic criteria to be bilingual and dual language? Who is called bilingual and who is dual? What are the similarities and differences of two? Do people who acquire and learn a second language be bilingual even if they are active at any skill level? What is the second language and foreign language? Who are bilinguals?". Then, we will try to understand in a clearer sense of what the basic criteria of bilingualism and dual language are.
