Summary/Abstract: The paper identifies factors influencing the amount of funds that individual EU member states have attheir disposal to make direct payments to farmers, i.e. the national limits. It also analyses how the most commonlyproposed alternative criteria of division of the EU’s direct payment budget between the member-statesaffect the average amount of support per hectare of farmland available to individual countries.The analysis shows that a multi-criteria method that integrates a wide range of variables describing theagricultural sector should be taken into consideration in discussions about reforming the method of settingnational limits. Abrupt changes in the income situation of direct payment beneficiaries could be avoided bygradual implementation of this method of dividing funds. Thus, all national limits would be set by means ofthe new method only after the end of the transitional period.
