Summary/Abstract: The process of decision-making in public administration is multifaceted, with the decision being the result of complex proceedings aimed to settle a case or reach a specific goal. Public administration works in this area mainly in the legal environment, but not only. The decision-making process is determined by social conditions and includes agency of various persons whose conduct and actions lead to certain consequences. Due to the different tasks of public administration, its activity is not merely a result of the will of a given body but it can also be initiated by applicants interested in the attainment of defined objectives, including through lobbying.
