Summary/Abstract: The authors of the article investigated the possibility of improving the management of good governance, assessing security risk by using the cascading model, in order to satisfy citizens’ needs and assure a high standard of living and in order to counter hybrid threats.At the same time, the authors propose taking certain measures by the decision-making factors in order to diminish vulnerabilities and the negative effects of hybrid threats and aggressions to state security.
