Summary/Abstract: The purpose of the paper is to discuss the general assumptions underlying the concept of geological and mining balance, which the state's public administration would be obliged to prepare in annual cycles. The author presents the context for suggesting this concept, which explains the essence, the role and the goal behind the preparation of the discussed balance, as well as a proposal for its framework construction.
