Summary/Abstract: Germany took interest in North Africa in the mid-1990s, prodded by the European Union’s expanding contacts with countries in its southern neighbourhood, and especially the establishment of the Euro-Mediterranean Partnership. Germany saw these states primarily as a potential source of instability and transnational challenges, such as uncontrolled migration or organised crime, which warranted action under the Common Foreign and Security Policy.
