Transparency Principle in Administrative Procedure

Summary/Abstract: European standards in public administration are usually defined as transparency, accountability, efficiency and effectiveness. The research presented in this paper is about the principle of transparency in administrative procedures, its manifestations, relationship with other principles, the limitations of this principle and its role in establishing the Concept of Good Governance. The aim of the research is to examine is the principle of transparency presented in administrative proceedings in the Republic of Srpska and what actions are necessary to implement in order to ensure its full and consistent implementation. The study used a descriptive, historical, normative methods and a method of compilation. As a result, the research proved that the principle of transparency is still unsystematic and sporadic showed in sectorial regulations of a certain issues of public administration in general while in the most important act - Law on General Administrative Procedure Act, this principle does not exist. The research results clearly pointed out that the principle of transparency is not present as much as it is necessary, and that it is inadequately protected in administrative proceedings in the Republic of Srpska. This indicate the necessity to undertake a series of measures such as prescribing the principles of transparency in the basic procedural and legal administrative procedural law, introduction of „single window“, the training of civil servants to work more transparent and efficient establishment of electronic government.
