Summary/Abstract: In the third millennium we witness and actively participate in a special period of the human evolution, characterized by producing some of the most important changes throughout its history due, in essence, to the emergence and development of the information-based society, a society which ignores any border and dilutes gradually all spatial and temporal constraints. The information resource has become one of the main categories of resources of the modern war and the information technology and communications systems, are the means for providing the information, in real time, influencing the public opinion, shaping the political action and producing the enhancement of the levels of the military art.
