Summary/Abstract: This paper analyzes the architecture of global governance by highlighting the fundamental role of public administrations when acting globally as well as the need to invest in the performance of public administrations when acting for international purposes. Adaptation of national administrations to International standards as a result of the globalization, entails State administrations becoming embedded in several kinds of international decision-making processes. Is highlighted the fundamental role of public administration in promoting the "International Administrative Space" and in improving the contributions of all administrations for global purposes. Decisions of International Organizations (IO) gain universal application and in this context of global architecture, public administrations are enforced to adjust their structures, procedures and human resources. The growing international activity of public administrations demands a capacity to manage the specific competencies required for this mission while using the methodology proposed by the Organizational structure theory and the Human Resources (HR) theories. For the maximization of results, an “International Capacity Model” is suggested for those public administrations that share the ambition to actively contribute to global governance
