Summary/Abstract: Professionalization of the armed forces seems to be specific to the end of the 20th century and the beginning of the 21st century. It is without doubt a necessary process, with accurate and authoritative determination, and hasty measures and practices, and effects which in certain situations, could become significantly negative, if not serious. Militaries of the world - who are and will be a long time state institutions - become organizations like any other, which are subject to modern management theories, such as, for example those included in the so-called Z category theory or theories, where it is very important the strength of the organization and the organizational culture. This, in what concerns the endogenous pattern of becoming a military; the exogenous part of the development and reconfiguration of the institution is subject to many factors, among which we find budgets, resources, motivations, and realities that are becoming more fluid, more misleading. Some states, under the pressure from others or under the illusion that the military component of war has become obsolete, place their military among organizations of the second or third category. If there were not some concerns arising from changing nature of conflict they would gladly give them up. But, reality is often misleading. It says one thing and does something else. to understand this, there should be effective evaluation systems and a rational management based on deep knowledge of this reality, and especially of the trends. This is certainly the case with the Romanian Armed Forces.
