Summary/Abstract: Facing an increased need of protection in its confrontations with very dangerous and/or disturbing social phenomena, the society is starting to learn its own lessons about giving, in order to receive protection. In this context, the legal penal policy needs to be adapted to efficiently response to some specific social perils: terrorism,organized crime, drug trafficking, human trafficking etc. Both substantial and procedural criminal norms need to be circumcised to the request of public protection.Social control is transformed into a purely repressive instrument through which private interventions are carried out, transforming innocent citizens into true victims of exaggerated procedures, even if their declared purpose sounds comfortable and great - protecting citizens from threats present in today's high risk society.
