INFLUENCE OF SOCIAL CONSTRUCTIONS OF TARGET GROUPS ON THE CREATION OF PUBLIC POLICIES AND THEIR DYNAMICS BASED ON THE EXAMPLE OF WAR VETERANS IN CROATIA

Summary/Abstract: The paper deals with the influence of social constructions of target groups on the creation and dynamics of public policies. Special emphasis is on unequal distribution of benefits and obligations among different groups. In the first part of the paper, elaborating on the process of making public policies, we interpret Anne Schneider i Helen Ingram's constructivist understanding of the target groups. In the second part, we make a detailed description of the process of social construction process of the target group in focus, followed by the analysis of sources of power they possess.
