Summary/Abstract: Hans Kelsen's remarks on the legal norm sanction imputation on the unlawful conduct are very relevant, but they were not sufficiently capitalized. The practical manner to establish legal liability should include the clear affirmation of this relationship in its explicit algorithm. Awareness has important consequences in establishing the person responsible. Not least, the relationship of imputability analysis must precede, from a methodological point of view, the determination of the person responsible, in a general frame of legal liability.
