Summary/Abstract: The author examines the causes that have brought about the crisis of the reform in the USSR and the failure of President Gorbatchov to implement it. The causes are found in the state of the economy and the failure of economic policy, as well as in the problem of national relationships and the centrifugal aspirations of the Soviet republics which are wrenching themselves away from the control of the federal bureucracy and the military establishment.
