Summary/Abstract: Since late 2015, an eight-year long large-scale govermnent scheme to support affordable housing development, and in particular to supply people with the build-to-rent flats, is being implemented. Municipal companies are among the entities that can apply for returnable funding of their investment and construction ventures provided under the Programme by Bank Gospodarstwa Krajowego (National Economy Bank). The essence of the Programme is to provide interest-rate subsidies (with regard to the loan granted or govermnent bonds emitted), with the amount of subsidy estimated as the difference between market interest rate and preferential interest rate. The municipal-ity's involvement in the Programme takes form of the so-called limited participation in the costs of investment and construction projects. In this way, acting through municipal companies, municipali¬ties can pursue their own objectives in terms of public housing, and in particular, address the housing needs of low-income families and families with several children. Undoubtedly, the effectiveness of this Programme should be assessed not only in terms of economic results, but also its social impact.
