Summary/Abstract: Among the many existential crises, with which humanity is facing today, the ecological crisis is especially important. Protection and improvement of environment have become a global problem of modern society. The environment as an area of research and environmental responsibility at the beginning of the XXI century, attracting the attention of scientists and practitioners in different sciences. Existing problems are imposed doctrine and operations, emphasized actuality and acuteness, all clearly come to the conclusion that a healthy environment does too, that many elements in it threatened, that the degree of self-regulation of some facilities and insignificant that once disturbed ecological relations almost anything and can never be restored to its original condition. The supremacy of the goals of economy and ecology from the point of view of the use of the natural environment and its resources, is most pronounced through the opposition of environmental principles and environmental protection measures and the application of the market, as the basic mechanism of allocation of social resources used by the economy.
