Summary/Abstract: The theme of this work is to monitor the mutual relations between Doclea and Shkodra based on archaeological research. Two of the largest cities in the province of Praevalitana are still an enigma in terms of advantages in certain phases of ancient history. The material facts show that during the first three centuries Doclea was a “new” town and that, as such, were gaining political and economic advantage regardless of Shkodra which very early became a colonia. As municipium civium romanorum it has developed rapidly within its city walls forming the typical architectural structure that rests on the basis of Roman architecture. Material evidence collected from the necropolis (west and east) indicates a very vivid growth during the first four centuries of existence. Slowing out in the fourth century is to be explained by the Gothic attacks. The city is dying and the centre moves to more established and better defended Shkodra. It seems obvious that Shkodra becomes a centre of province where archbishop dwells, although it was never confirmed in a literary source. Doclea, on the other hand, shows a greater degree of church organization in the V-VI century; basilica A and B, basilica and trikonchos in Doljane, at a place called the diocese, cruciform church, monumental cemetery with a vaulted tombs on the east side of Doclea resembling Salona, but to a lesser extent. Does it mean that Doclea, not Shkodra, was the original Christian centre, and because of the ongoing dangers, the bishop was transferred to the better defended Shkoder? Finally, the relationship between Doclea and Shkodra is studied in comparison with some sites on the coast.
