Summary/Abstract: The article is devoted to the questions of development of the Ukrainian fine art of Soviet period are examined. While a world artistic process is built on the principles of market economy, where a qualificatory role is played by galleries, as mediators between artists and society, in Soviet times this function undertook the State. An author analyses the situation of 1920th consistently, when numerous creative groupments competed. There was a period of becoming of public cultural policy on 1930th, when Institution of Artistic Exhibitions of Ukraine, Union of Artists of Ukraine, Artistic fund of Ukraine, were created. Figures allow to compare the annual volumes of purchases of artistic works in galleries and Ministry of Culture of Ukraine, which irrefutable testify influence already are brought not by the State, but due to gallery activities on development of modern artistic process.
