Summary/Abstract: The deepening problems of social and economic inequalities between the countries of the poor South and the rich North can be solved through the entry into force of the Trade Facilitation Agreement (TFA). This multilateral agreement aims to eliminate costs related to trade and contains provisions for accelerating the flow of goods by simplifying and clarifying international import and export procedures, customs formalities, transit requirements (including non-tariff barriers). It also specifies a measures for effective cooperation between customs authorities and other relevant authorities in the areas of trade facilitation and customs compliance issues. The activity of the international community, including the European Union in the field of assistance in implementing the provisions of the treaty, and the allocation of funds for the development of trade in the undeveloped countries is important. This paper is an attempt to assess whether the improvement of world trade in goods, reduction of bureaucracy, closer cooperation of the customs administration – and, as a result, reduction of transaction costs – may be an opportunity to develop Fair Trade exports.
