Summary/Abstract: A number of other acts of the Council of Europe are devoted to the rights and freedoms of the different from the majority, in particular the communities abroad. The Republic of Bulgaria is a party to the main international treaties of the Council of Europe and applies them. Separate aspects of the application are particularly important in the realization of political and personal rights and freedoms. This is in the case of electoral rules and practices, as well as in the study and use of mother tongue, along with the official Bulgarian language, in the freedom of religion and customs, without violating the norms of public order and morality on the territory of the Republic of Bulgaria, etc. . Periodic controversies and sparks that only blaze once again prove the relevance and importance of these issues and the need for scientific review and comment.
