Summary/Abstract: Nowadays, the analysis of the constraints and possibilities of the developing countries has been still an important subject in the international literature, but in Hungary it is still in the background. Notwithstanding, the European Union has been paying great attention on the development of countries which are strategically important. Furthermore, recently the development of underdeveloped countries happens not only through fi nancial tools (grants, concessional loans), but strengthening their participation in international trade becomes more important. One of the signs is that international organizations accept the relationship between development and trade; the other sign is that direct aid activity started to improve the supply-side capacity needed for the more eff ective participation in trade. The program for this is called Aid for Trade and was launched in 2005.The aim of this study is twofold: beside the general introduction of the development policy of the European Union, the role of Aid for Trade in this activity is highly emphasized. According to the relevant EU-documents and data on Aid for Trade, the African countries are the main benefi ciaries, but mainly countries with higher income seem to be the primary target group.
