PUBLIC MEDIA SERVICES IN HIGHLY DECENTRALIZED COUNTRIES OF THE EUROPEAN UNION

Summary/Abstract: The link between the media systems and political structure of the states is the inevitable starting point of this work. Changes on one side and socio-political “balance” definitely affect the other side. The aim is to show the connection between the state and media system with emphasis on the analysis of the public broadcasting service positions, their structure, social role and influence in highly decentralized countries of the European Union. One of the major aspiration of the analysis is to give a comparative view on the problem of democratization and freedom of the media in the case of public service. Comparative analysis of state regulation and public media systems in Belgium, Spain, Italy and Serbia at the end showed that the initial hypothesis was correct: the structure of public service media “follows” the structure of the state.
