Summary/Abstract: The present article deals with forms of cross-border co-operation that were established along the Dutch-German borders since the 1950s. They were testing grounds for new regional forms of governance and consolidated as one level within the European multi-level governance system. These so-called Euro-Regions also served as model in East-Central Europe after the collapse of the Communist system. The article intends to show similarities and differences between these traditional Euro-Regions and the later foundations in Eastern border-regions. It also aims to shed light on their potential to stabilize the system of open borders within the EU.
