Summary/Abstract: Standards of education are an essential element of any national education system, which type is defined by political, social-economic conditions, traditions of a particular country etc. In turn, the type of education system affects the function, type and structure of educational standards. But irrespective of it national standards on competence signs are developed and approved by the state, industry or organization on the basis of general approaches to the standardization.
