Summary/Abstract: The article examines the contradictions in the regional policy of the European Union, including the principles and approaches for its organization and conduct. Critically analyzed one of the basic principles underpinned by the Union's cohesion policy - the gradual alignment of the socio-economic development of the member states. It is central to the conclusion that European integration is increasingly focused on trade relations and the building of the general legislation that guarantees them and not on the construction of the common European man whose image begins to blur after the consequences of the enormous immigration wave flooding Europe. It is concluded that the region as a form of territorial organization does not develop the proximity of local communities and at the same time does not guarantee the strength of the national sense of community and responsibility. It is not able to subsidize the development of districts and municipalities, something the national state has always done.
