Summary/Abstract: The article analyzes the possibilities for stimulating the changes in the public administration through different motivational techniques for the employees who offer new creative solutions. Current public administration practices have been examined, including the procedure for the appraisal of employees working under an employment or employment relationship and their career development, and the ways for an individual approach are identified with a view to introducing innovative practices in the provision of public services.
