Summary/Abstract: The purpose of this article is to highlight the importance of implementing an electronic health system in developing European states. Non-documentary and digital medical records create an effective and efficient healthcare system - a healthcare industry. The European Commission for Digital Agenda for Europe (DAE) is a flagship initiative of an EU 2020 strategy that focuses on growth through information and communication technologies. The concept of a centralized national server creates a requirement for the storage of electronic medical records in a single central system. The health sector is a high-risk area. The concept of technological readiness refers to the psychology of the people and whether it is ready to accept technological products and services for everyday use both at home and at work.
