Summary/Abstract: Local autonomy and local democracy are among the foremost debates on local administrations in Turkey. These debates have come to fore in the context of developments in the world and changing management paradigms, and local autonomy and local democracy have been at the forefront reforms in the field of local administrations in an effort to harmonize with the European Union. These principles have also been implicated in the scale-driven metropolitan reforms. The aim of the article is to evaluate the adequacy of the reforms of the metropolitan municipalities, especially the innovations made by Law No. 6360, to find solutions to local autonomy and local democracy problems
