Summary/Abstract: The aim of this study is to develop a valid and reliable instrument for the determination of the factors concerning the teachers and the school that play a role in the integration of ICT into learning-teaching process. Teacher's belief regarding ICT use in education, basic and advanced ICT skills were identified at the teacher level; factors such as access, technical support, in-service training and administrative support were identified at the school level. In order to measure these factors, a draft consisting of 20 items was prepared. This prepared draft was sent to the faculty members for the content validity and prepared for implementation by considering the suggestions received. The scale was implemented in Manisa with 203 teachers working at primary and secondary education institutions. Confirmatory factor analysis was performed for the construct validity of the scale. As a result of the analysis, the values of the fit indices obtained showed acceptable adaptability and / or perfect fit. Reliability coefficients of the factors were between 0.72 and 0.92. In conclusion, in this study, a 7-factor scale consisting of belief, basic and advanced ICT skills, access, technical support, in-service training support and administrative support factors were verified and a valid and reliable measurement tool was developed.
