Changes in the Funding of Environmental Protection Projects in Poland

Summary/Abstract: The level of outlays for environmental protection reflects the scale of actions taken in this sector of the economy. However, the problem lays in their financing. The purpose of the study is to identify the amount of investment outlays incurred on environmental protection and their intended use, as well as to assess changes in the structure of sources of funding of pro-ecological undertakings in Poland in the period 1996–2015. The critical analysis of reference books and source materials suggests that, although the main sources of funding were investors’ own funds, in line with the principle of “the contaminating party shall bear the costs”, the share of public subsidies used significantly supplemented the financial installation. Public funds came from national environmental funds and the European Union budget. Seeking additional capital, investors used market forms of financing of environmental protection, such as bank credit, equity interest and, to a smaller extent, they issue bonds.
