Summary/Abstract: Terrorism is one of the most important security problems of today’s world and there are few countries that are not affected by terrorism. Various counterterrorism activities are being conducted by countries in order to overcome the terrorism problems. Although countries have separate strategies in counterterrorism, their tactics are usually based on hard power. The aim of this study is to put forward the roles of public diplomacy, which brings a different approach to counterterrorism and which is a new tool for counterterrorism. The study, which uses the general survey model, addresses the importance of the counterterrorism after the September 11 attacks, the approach of public diplomacy in counterterrorism, the necessity of the center for counterterrorism communications and the importance of the media. In this study, the importance of the center for counterterrorism communications is emphasized, and how to construct the discourse which is conveyed to the target group within the framework of universal principles is assessed, and the strategic effects of the media on the target audience are emphasized.
