Summary/Abstract: All persons, regardless of their place of residence, are equal and enjoy all human rights. There can be no discrimination among them unless there is a legal need for states to distinguish between their citizens and (non-citizens) living in them. Hence, there are international legal rules and other national ones regulating the condition of (human rights) within each state. The condition of persons (aliens) living within states other than theirs has a share of the international legal regulation as well.
