Public consultation in Poland: its legal basis and practice

Summary/Abstract: The article looks at public consultation, i.e. a regulatory process by which the public can express their opinion on matters affecting them in order to improve the efficiency and transparency of policies and law-making. In the first section, the author provides legal basis for consultation process in Poland. Next, he discusses how it works in practice with particular attention given to identifying the obstacles to its efficient operation. In conclusion, some recommendations and proposals for change are given.
