Functioning of Non-Governmental Organization - Legal Aspects. the Problem Of Elimination of the Legal and Organizational Barriers Cooperation in Tourism

Summary/Abstract: The aim of the article is to indicate the major legal aspects of non-governmental organizations’(NGOs) functioning in Poland. Above all, through describing the barriers of cooperation be¬tween NGOs and other actors on the tourism market, both endogenous and exogenous, mainly connected with legal aspects where their origin is both at the stage of creation and functioning of the legal regulations. During study the focus is put on the cooperation of NGOs and local admi¬nistration. In order to achieve the objective, the comments on the legal basis of this cooperation are identified, along with identifying problems (both external and internal). In the final part of the article results of research carried out among local government units at the county level (example of Wielkopolska Province) are presented, which indicates what place in the hierarchy of barriers cooperation problems occupy (category of legal/political barriers).
