Summary/Abstract: The concept of social exclusion is relatively new in Albania, in both areas, academic and political, while the phenomenon of exclusion itself for certain social groups is present and scattered throughout the society. In this article, we try to analyse social exclusion as a sociological phenomenon which goes through the following stages: poverty as the main element which social exclusion is identified; participation and inclusiveness as a tool to influence policy and establishing effective access to real actors in community life; ending with demographic movement, arguing the fact that it has influenced the coexistence and stereotypes as a barrier for the integration of excluded people. Building on insights from fieldwork, we reinforce the hypothesis that social exclusion is influenced by economic, political and cultural factors. The way disadvantaged suburban neighbourhoods are structured in Kukes, depends on the chaotic development of the transition, on the one side, and the typical style of communist system, on the other. Demographic movement in Albania after 1992 is associated with lack of proper infrastructure, but acceptable for new comers, and the lack of social services affecting directly social exclusion. Addressing the issue of social exclusion in disadvantaged neighbourhoods is a complex problem and inseparable from central and local institutions, as well for the society in general, and therefore the results of this article will be addressed exactly to the actors in the region targeted as the object of the study.
